Thank you for everyone that suggested things. I finally got to work on this issue on site yesterday. I spent about a couple of hours before I gave up. I tried everything short of replacing the sound card on the PC. I think the problem lies within the PC itself. Probably the way it processes sounds via USB? I don't know, it's just a suspicion.
The USB bar worked fine on another station. I did read that sometimes these bars create problems for not being able to run on USB ports that are 3.0. Ours are not. The USB bar would work every time I installed it as new, but as soon as I rebooted, it'd stopped or if I logged off, it'd stop working. My solution was to use a sound bar that feeds of the audio jack and has it's own source of power. Worked like a charm!
